JOB SUMMARY:

 

As a senior role integrated within large, multi-discipline project teams, this position is responsible for the development, negotiation, and management of sensitive and complex contracts related to SaskPower’s nuclear division.Organization, attention to detail, and excellent communication skills are critical to success. This role will ensure the effective management of internal and external stakeholder relationships, sensitive issues, and escalations, as required.

 

This role is accountable to provide contracting methodology assessments, strategic contract management expertise, and guidance in the administration of complex contracts. As a member of SaskPower’s management team, this position acts as a central point of contact in the management and administration of strategic and operational functions, providing expert advice and direction that aligns with departmental and corporate goals and objectives.

 

 

KEY ACCOUNTABILITIES:

  • Procurement Development Involvement: Recommend the contract type, assist in writing and refining contract specifications prior to posting, work with internal or external legal counsel to customize the agreement to fit the procurement, prepare contract price forms, and customize forms to support the proposal evaluation. Lead the review and evaluation of potential contracting models Compile the pros and cons for the evaluated contracting models and recommend the best value approach based on current market conditions, risk, cost, and schedule. Assist the project team in soliciting and evaluating budgetary quotes for major equipment supply and construction services contracts.
  • Pre-Contract Award - Preparation of Contracts and Supporting Documentation: Assist with the preparation of conformed specifications identifying areas of proposals to be included in contracts, assembling contracts, preparing supporting documentation and contract obligation summary (including Purchasing Requisition, Agreement Summary & Execution Request), Direct and manage contract execution (obtaining approvals and signatures from SaskPower proper officer(s)), providing a copy of the signed contract to the supplier, ensuring a Purchase Order is created, and ensuring the contract is logged and filed in accordance with corporate standards.
  • Pre-Contract Award - Negotiating and Facilitating Contract Negotiations: Lead the development of negotiation strategies, establish roles and responsibilities for the negotiating team, and identify risks, barriers, and opportunities. Lead contract negotiations, prepare negotiation agendas, and communicate negotiation progress to stakeholders. Review proposed bids to ensure awards are in alignment with SaskPower’s expectations in relation to local, Indigenous, and women- owned business (WOB) targets and are considered best value for SaskPower. Lead contract risk review discussions with the business unit and assigned legal counsel
  • Governance Support and Compliance: Provide guidance and ensure compliance with SaskPower’s governance requirements and policies, including signing authority, spending authority, and procurement policies and procedures. 
  • Post-Contract Award - Contract Change Management: Track and monitor compliance with contract obligations, including letters of credit, performance bonds, and insurance documentation. Act as the central point of communication with suppliers in managing contract variations in accordance with contract provisions and organizational policies and procedures (including preparation of routine and non-routine notices, contract change orders/change directives, and amendments).
  • Post-Contract Award - Conflict Resolution: Effectively manage internal and external stakeholder relationships, sensitive issues and escalation as required. Manage conflicts related to scope changes, delays, quality issues, price changes, or contractual disputes to avoid damage to supplier relationships, impacts to operations, and harm to SaskPower’s reputation. Help identify the root cause, maintain communication with the supplier, and ensure all communications are properly documented and escalated to internal stakeholders as required.
  • Post-Contract Award - Contract Close Out Assistance: Prepare and assist with contractual release certificates and ensure all obligations are discharged, including Builders’ Lien releases. Provide contract change management reporting for lessons learned and SPM evaluations.
  • Quality Control and Assurance: Follow corporate processes, policies and procedures to ensure contracts are developed to a high level of quality. Ensure processes within the contract are followed to maintain compliance with contractual obligations.

KNOWLEDGE/SKILLS/ABILITIES:

 

  • Degree in Business Administration, Commerce or other related equivalent AND/OR;
  • Supply Chain Management Professional (SCMP) designation AND/OR;
  • Related professional designation(s) and/or certification(s) AND/OR;
  • Five (5) years of related experience leading sensitive contract administration and negotiation, with a high-level understanding of contract management principles
  • Strong leadership skills
  • Team player with the ability to build and maintain strategic relationships, both internal and external to SaskPower
  • Results-oriented thinker with the ability to manage and provide advice regarding complex and confidential issues with sensitivity and professionalism
  • Excellent analytical, research and problem-solving skills
  • Excellent oral and written communication skills
  • Very organized with a high attention to detail
  • Ability to work as part of a multi-discipline team and manage work in a changing environment
