JOB SUMMARY:

 

The employee in this classification is, on assigned shift, responsible to direct and participate in the efficient operation of plant turbines, generators, boilers, emission control systems and associated auxiliaries to meet generating requirements.

 

KEY ACCOUNTABILITIES:

 

•    Ensure the readiness of boilers, turbines, generators and associated equipment to meet peak load demands, spinning reserves and emergency operating requirements
•    Operate, commission, monitor and troubleshoot turbines, generators, boilers, emissions control equipment, electrical apparatus, mechanical equipment and hydraulic machinery and take corrective action to maintain the security of the plant system and optimize plant availability and efficiency
•    Monitor and interpret pressure, temperature, combustion and other parameters to ensure the plant is operating within allowable tolerances and take corrective action, as required 
•    Convey operating information to the system control centre, perform generation and switching instructions and coordinate plant and system operational requirements 
•    Conduct inspections, analyze and diagnose equipment malfunctions and take corrective action, as required
•    Participate in preventative and corrective maintenance programs
•    Issue and arrange for appropriate equipment access permits and perform switching as authorized in accordance with the Standard Protection Code
•    Interpret plans, drawings and specifications related to operation of plant equipment
•    Maintain operating logs adhering to applicable regulations
•    Compile and maintain records detailing work performed, problems encountered, resources used, equipment malfunctions and/or corrective action taken and prepare various reports of information related to plant operation
•    Inform incoming shift personnel and other persons concerned of matters requiring attention and the operating status of plant equipment
•    Provide technical expertise and support to internal and external groups
•    Adhere to applicable safety and environmental standards, regulations and corporate commitments
•    Participate in continuous educational and professional development, both internal and external and driver’s licencing upgrades, as required by the position
•    Maintain a clean and orderly work area
•    Direct, coach, train, orient and work effectively with other staff
•    Other related duties, as assigned
 

 

KNOWLEDGE/SKILLS/ABILITIES:

 

•    Third Class Power Engineer’s Certificate and valid Third Class License, or equivalent AND
•    Two of six exams completed towards a Second Class Power Engineer License
•    Possess the ability to make and implement sound decisions under emergent conditions
•    Must be able to perform the physical requirements of the position
•    Ability to cooperate and deal tactfully with others
•    Ability to communicate effectively, both verbally and in writing
•    Ability to update and maintain applicable licences, as required
•    Valid Class 5 driver’s licence

RE: Process Operator Training Pool Program  

The parties understand this agreement is intended to resolve an on-going shortage of qualified Second-Class Process Operators required to operate coal-fired power facilities across Southern Saskatchewan.  The goal of the Process Operator Training Pool Program (the pool) is to provide an expedited path to support Third-Class Power Engineers in achieving a full Second-Class Power Engineer Licenses and sufficient ability necessary to be qualified for Process Operator 1 (PO1) positions at SaskPower.  

Process Operator Training Pool Entrance Requirements: 

A successful Candidate entering this pool must have a Third-Class Power Engineering license and have successfully completed a minimum of two (2) of the six (6) exams necessary to achieve a Second-Class Power Engineering license.  

Process Operator Training Pool Progression: 

Upon successful entry into the pool, via bidding or external appointment, an employee will have two (2) years to complete the remaining exams and demonstrate competency necessary to become qualified to hold a Process Operator 1 position at SaskPower.  Employees in the training pool will be eligible for company funded training in accordance with the Process Operator Training Policy.  Employees will be classified as Process Operator 2 - Training Pool (PO2-T) and paid at step 1 of the classification.  

Within six (6) months of appointment to the pool, employees must complete training and demonstrate competence required of the PO2 job. Once trained and competent to perform PO2 duties, such employees shall be assigned to a shift rotation and subject to the language of article 19.07. 

Within one (1) year of appointment to the pool, Employees must have at least four (4) of six (6) exams successfully completed. Upon the successful completion of both one year and four exams, the employee will move to step 2 of the classification 

Within two (2) years of appointment to the pool, Employees must have completed all six (6) exams required for a Second-Class Process Operator license. Upon successful completion of the six (6) exams, an employee in the pool shall be directly appointed to a vacant PO1 position as soon as one is available in the bid location. Such employees will be appointed to available vacancies on a first-qualified, first-appointed basis.  Until appointment to a PO1 position, employees will remain in the PO2-T classification.  


Employees successfully completing the training pool will be prohibited from bidding on positions outside their training location for a period of two (2) years from competition of the training pool requirements.  

Employees failing to achieve any of the above-noted requirements by the required deadlines will receive notice of layoff, and must secure new employment through the bidding process.  

 All other terms and conditions of SaskPower/IBEW Local 2067 Collective agreement remain in effect. 

The above agreement is entered into on a without prejudice and without precedent basis, effective the date signed by both parties. The parties further agree to complete a review after two (2) years of signing, to review for improvements and continued use. Either party may give thirty (30) days written notice to re-negotiate or terminate this Letter of Understanding. 

 This position falls within the scope of the International Brotherhood of Electrical Workers (IBEW), Local 2067.
